Why can't AI explain how it reached an answer?

Short answer
AI tools teach themselves billions of internal settings from data. Nobody writes those settings or knows exactly what each one does. So no one, not even OpenAI, Anthropic or Google, can fully trace why a model gave a particular answer. Researchers are working on it. For now, you can check what AI produces far more easily than how it got there.
Think of it less like a recipe someone wrote and more like a habit someone formed. You can see the result. You can't see every step.
Asking the AI to explain itself doesn't fully solve this. It will give you a reasonable-sounding explanation, but that's another piece of generated text, not a true record of how it decided.
That matters most when AI affects people. If a tool flags a customer, scores a job applicant or turns down a request, you may not be able to tell them why.
What to do:
- Judge AI by results you can check.
- Keep decisions about people's money, jobs or safety with a named person.
- Write down what the tool does in each workflow and who signs off.
